Flex Toning

How come I have this if I can see my upper abs, and everywhere else in my body I’m very toned?
I can see the upper part of my abs when I flex, and that is OK toned. However I have a belly pooch under my belly button that is really stubborn and can’t seem to get away. Also love handles. How come I have this if I can see my upper abs, and everywhere else in my body I’m very toned? (legs, arms)
I workout a lot. How can I get rid of them?
If you’re a woman, a lot of women cannot properly develop their lower abs. We’re just built differently. That’s going to go away through varied ab routines, varied cardio routines, and diet. That’s it.
If you are a guy, the answer will be the same but for a different reason. Most men store fat in this area…still, varied ab routines, varied cardio routines, and diet.
